Best Universal Laptop Charger?

I would never sell one to a customer.

THIS. I would never sell a cheap product that has its logo so obviously printed on it. One Google search and they'll be able to tell that the charger you sold them is $20 on Amazon. I get original Dell chargers for $18 apiece and sell for $79.99 (the same price on Dell's website). Yeah you've got the same charger at Walmart for $59.99 and counterfeit Chinese knockoffs selling for $20 on eBay and Amazon, but at least you're selling at MSRP. A client is much more likely to get p*ssed that you sold them a charger that can't be bought anywhere but Amazon for $20 for $80 than if you can show that the charger goes for $20 to $80 depending on where you buy it from. At worst they'll think you're "expensive" rather than a "ripoff."

Just be aware that certain manufacturers, like Apple and Dell, have chipped their chargers. So you might have it rejected by the laptop if it's powered up. Been a while since I bought one but I was always able to get them to charge if the laptop was powered off.

Got a Dell one but it doesn't offer enough tips.

Edit: this is just for testing purposes. Always OEM used or new for the client.

I just ran into a Dell laptop the other day that didn't like an authentic Dell 90 watt charger. It insisted on it's own Dell 130 watt unit.
