Chromebook keyboard auto-repeat

I am doing some work for a local company with 150 or so Chromebooks actively deployed. In the last week or so, we have seen a dozen or more Chromebooks suddenly having issues with auto-repeat settings issues causing random keys to repeat when pressed (ex. Teechniibbble.coom may be the result). We have the individual fix for individual devices but would like to figure out how to push out the fix globally as well as what caused it.
Users log in to the Chromebook, then launch VMWare Horizon for the majority of their work. The issue is consistent in both environments and the fix is in Chrome OS so not likely a VM issue.

Unless you have a machine management infrastructure, I'd recommend just emailing a link to the fix to everyone. "If you are experiencing this problem, please follow the steps HERE to remedy." Sometimes simpler is better.

At this point, we have been sending a link to the fix when they contact us.

We do have Google Admin Console.

One thing that comes to mind is if an individual user had reason to manually override a setting managed here if it would be allowed to stay altered or if it would be allowed to stay.
