How to surf anonymously with VPN - would this work?

I've been trying to figure out how I can setup an anonymous web surfing platform and came up with what I think might work. There are probably 15 people that have the same needs as I do so my thoughts was to buy a server at an ISP and set it up as a VPN server. I guess I could also buy a fast FiOS connection and throw a server in there as well.

Once the server was up, everyone could connect into the server via their VPN connection and do their surfing. The incomming traffic would be visible as an encrypted connection but there would be no way to tell who the outbound connections belonged to, is that correct?

You could get a VPN like https://www.privateinternetaccess.com/pages/buy-vpn/ which is 39.95 for a year. You would probably get about 1Megabyte per second or so speed.

if you are just trying to mask it from a local last-mile that will work okay, like your local ISP -

but if someone wants to know whats up, and they can get access to the ISP of the VPN server, you will be un-anonymized very quickly.

like.. a government subpoena would do the trick

I think TOR is for this.. ? (don't really know much about it)

Just a casual observation, not really having anything to do with anything, but...

I'm sure we all have an ultra-paranoid customer or 2 or 3, but you ever notice those are usually the ones that are constantly calling saying this or that or the other is broken, please help? My thoughts are maybe if they weren't so paranoid and would stop enabling/disabling this or that, deleting this or that, installing every security app known to man, and just let windows do it's thing they'd be a lot better off?

Anyway, in answer to the OP dunno, have no interest in such pursuits myself.

It depends on what you're trying to accomplish. The traffic between your machine and the VPN will be encrypted, so anyone trying to snoop on your traffic anywhere between you and the VPN would get encrypted gibberish. They may be able to determine the IP address of your VPN server.

So, if you and friends are looking to protect yourselves on public wifi, a properly configured VPN will do the trick.

Usually when I have no knowledge and no interest in a topic, I refrain from posting. :)
