IE 9 won't download, but IE 8 will.

New note: I realize this was not posted under Security, Viruses and Trojans.

Internet Explorer won't save any file attempted to download. Download Failed.
When I uninstall IE 9, IE 8 works perfectly.

Computer History
- Issues with Firefox websites redirection, (Not Fixed)
- Reset Firefox and IE to factory default.
- Checked for bad add ons.
- Malwarebytes cleaned virus but didn't fix problem
Note: Customer never called after Malwarebytes complete and no log exists.
- IE 9 found to not download at all.
- Google Chrome works fine, but client doesn't like
- No other issues.

I've tried the following today:
- Rkill
- TDSSKiller = No Virus found
- Malwarebytes Antimalware = No Virus found
- Ran their own AVG Free = found 4 virus, could not remove
- Windows Defender Offline Bootdisk = Succesful Removal of same 4 virus AVG found.
- Deactivating AVG Free
- Combofix
- Temp Uninstall AVG Free
- Norton Power Eraser = None found
- RougeKiller for obvious alerts = None found
- Eset Online Scanner = No Virus Found

When I uninstalled IE 9, IE 8 works just fine in every way.
After installing IE 9, problem comes back.

Continuing other efforts now, but computer must be returned in 14 hours.

Believe I found the answer.

A corrupted Windows Profile.

Apparently IE 9 downloads is the only thing that is currently still wrong. But for this type of problem a new user profile needs to be setup.
