[TIP] Locking down PowerShell scripts a little tighter

Don't shoot the messenger but I thought this was interesting advice. I've implemented it on my own local machines except I purposely Allow Local and Remote Signed scripts because I use my own scripts. Otherwise I think it gives a slight amount of extra protection.
