Good Morning, I have a 2018 MacBook pro from a customer who went to apple and was told to buy a new computer.

The issue is the logic board but the computer does boot up to a black screen, I have confirmed no external display. The fans do spin. No chime, My main issue is she needs the data off the machine but I am not aware of a way to get the data, can anyone help?
 
I believe the SSD on the 2018 MacBook Pro is not removable, it's soldered to the board. If it is in fact a logic board failure AND she has to have her data you may need to see if you can get the logic board repaired. Maybe one of our resident data recovery specialists can chime in.

When she gets a new Mac make sure she's using Time Machine. It's a crime against humanity to own a Mac and not use Time Machine.
 
I am very sorry but this is a 2016, I could of sworn it was 2018. It looks like I need a Apple Customer Data Migration Toolkit, Does anyone know where I can acquire this?
 
Then I guess you’re back to needing that Apple kit.

Target Disk Mode like Mark recommended may work.
 
I do not believe this model year has that feature, I believe it has to be done through the lifeboat port on the board. But I need a kit to do it. Its weird the computer does power on, I can attach a dongle to it and it gives power to the dongle, the fans spin, the touchpad clicks (simulated touchpad/fake click) but I get no chime, I have tried without battery. I have tried nvram reset as well. No external display either.

I’m posting from my phone so I can’t easily find a reference to prove you wrong. But I’m pretty sure it does. If I were in your shoes I’d find an authoritative source that proves it either way before trying other methods.

Did you read the link I posted? Do you understand what TDM does? All Mac's have TDM since the introduction of the original Mac with HD's in the late 80's. You will have to have a compatible Mac computer to do this. Which means the Mac must be able to support Thunderbolt/USB 3.1. Also you will need the users username and password if they had enabled file vault.

The Data Migration Tool Kit should still be available. But, as in everything else in the Apple ecosystem, it's expensive. Some $700 from what I remember. This is why I mentioned @labtech since he has one and he does data recovery.

Yes I did attempt this from a macbook air. I attempted to boot the macbook pro in TDM holding T but could never get any prompt or anything showing as a hard drive on the desktop of the macbook air.

Do you know the OS versions they are running. I believe that if 11 or above is involved you have to use a TB cable even though it uses the same form factor as USB-C. Not sure what the difference is. It's not going to show up on the desktop unless you have the proper finder preferences set. Make sure to have a Finder window in the foreground. Upper left Finder in pull down menu>Preferences>Sidebar at the top>check off everything in Locations.
But it sounds like you may be running out of road.

Given your analysis, I would lean toward the flash/SSD being degraded enough to where it no longer mounts. Therefore chances of mounting with the Migration Tool Kit are slim to none. The Migration Tool is typically useful when there other issues with the logic board, therefore allowing to work with a "healthy flash/SSD" bypassing whatever issue the logic board may have.
