Really odd display issues on custom Desktop.

Well here we go,

Customer brings me his PC explaining after 10-15 minutes of use the screen starts having a rave. Upon firing it up and waiting there was nothing, so I started fiddling around and BAM; Squiggly, discolored, sideways lines in the shape of a dodgy triangle, after that sequence it moves onto displaying multi-colored dots all over the screen that move to different locations after i wiggle the mouse around?

PC Specs...

Core2Duo E8400 - Never OC'd
Gigabyte GA-EP35-DS4 rev.2 Motherboard
XFX HD 6870 Black Edition Graphics
OCZ ZX850 PSU

This problem occurs when connected by HDMI, DVI and MiniDisplay.

My first impressions are NOT the graphics but the Power Supply Unit not kicking out enough torque for some reason; but we're closed now so I'm not touching the PC till tomorrow and thought I'd TN my problem in prep for tomorrow, anyone had this strange problem before?
 
Sounds to me like a problem with the GPU overheating. Is it clear from clogging and the fan spinning free? Healthy graphics on start up that go faulty after a while always point me to heat at the GPU.

I did pop the side off and the Graphics cards fan and all other fans are spinning freely. It's very clean and managed inside. The only other thing I looked at were the temps of each device and they were all normal.
