Update for Microsoft.NET Framework not installing

machine is running Windows 7 Home Premium SP-1 | 64-Bit OS

I am trying to install an update for Microsoft .NET Framework 4 for Windows and it is not installing. I've tried to unregister and re-register the Windows installer service using MsiExec.exe and I've tried stopping and re-starting Windows Installer service. Nothing seems to work. Any ideas on how to get this update to install? Or is it really necessary?
 
What is the KB of the update?
What error code(s) are you getting when it fails?
Did you try a manual install of the KB, not through windows update?

I did try a manual install, did not work. I'll have to get back with you on the error code and what KB update it is.
 
Tried to install from Microsoft and I got the following error message: "KB2468871v2 does not apply, or is blocked by another condition on your computer."
 
I think this version does not apply as Program and Features show that Microsoft Framework 4.5.2 is installed. As far as I can tell, problem is solved.
 
I just had this issue where there 4 updates that said they were installed and kept looping and failing on every reboot. Tried all the normal steps and I finally just uninstalled the .net updates from Add/Remove programs and then uninstalled the actual .net software. I then used the .net cleanup tool to remove all remains, reinstalled, applied the updates and everything is working correctly.
