Vista DNS problems

I'm working on a Dell Inspiron 1720 running Vista that want connect to the internet. According to the customer the pc was connecting fine before today. It want connect to wired or wireless, I keep getting a message "cannot communicate with primary DNS. I have reinstalled network drivers, flushed DNS, set static IP and DNS, checked for spyware and virus, disable protection and firewall, MS Article ID: 928233. I am out of ideas, please help!
 
Router is set to automatic, the PC is at my shop and the issue is the same as the cutomers house.

Unable to ping any site. Can't even ping the router.

Also shows limited connectivity. IP, Subnet, Gateway are normal.
 
137.118.1.28,29 I can't ping them from the PC I am working on but all other PC's connected to router work fine.

I have tried 3 routers, the one at the customers and 2 at the shop.
 
I you tried 'netsh int ip reset' in cmd window? Also when you bring up network and sharing center what does the network map show? Does it mention anything about a service or dependency failing to start?
 
And with the above message, have you tried netsh winsock reset? Had a machine once that would go on the net at the shop but not at the customer's house. Reset winsock and everything was fine.

If its only a DNS issue you should be able to ping/surf by ip address just fine. I see you tried pinging/browsing by ip address and got nothing. This is a connectivity issue period. What kind of ip address is the machine getting?

EDIT: Sorry missed last post, glad its resolved.
