W10 USB ports don't work after booting up.

Got a relatively newer Dell desktop ... Core i5, 16GB, 500GB Samsung SSD. As of today the USB ports do not work upon booting up. Computer boots to login screen and does not freeze. The clock maintains time, and the computer is able to be put in hibernation mode indicating that it is not frozen.

Key notes:

- USB ports work fine in BIOS
- USB ports work fine in startup recovery
- USB ports do not work in safe mode
- 1 restore point available dated yesterday, attempted system restore, no result
- Removed all devices except keyboard/mouse, no result
- Tried both USB2 and USB3 ports, no result
- No PS2 ports
- Startup repair finds no issues with the computer

The only option I can think of that I have left is to go back to a previous version of Windows 10, in which case I'm not sure what exactly it's going to go back to ... maybe before the creators update?

Anything else anyone can think of aside from a N&P?
 
I presume you're saying that USB keyboard/mouse don't work after booting Windows (probably hard to test anything else).

I had this problem with a customer's laptop during the week, the (internally PS/2 connected) touchpad worked which made it easy to resolve since it was still operable. The problem was any USB mouse wouldn't work, but a USB flash drive worked.

In this case I used System Restore to a point before the last Windows update (I believe it was the latest cumulative update). This fixed it, and subsequent manual install of the latest cumulative update succeeded without re-introducing the problem.
 
Ha ha, no panic it was just a n&p for a client while he's away on holiday. I was just surprised that MS hadn't pulled the update.
All good after restart.

The way I read it, that article just says that Microsoft have updated the KB article to included reference to the problem:

"KB4074588 for Windows 10 1709 has been updated to reflect two known issues that *may* occur to some – but not to everyone – after the install of the February updates."

Step 1
Do the 3x power off thing to get to your system restore menu

Step 2
Get the command prompt going

Step 3
Type: Bcdedit /enum

Step 4
Find: osdevice
and see what drive it is set to. With me it was drive g: but it may be something different on your computer

Step 5
Type: Dism /Image:G:\ /Remove-Package /PackageName: Package_for_RollupFix~31bf3856ad364e35~amd64~~16299.248.1.17

Note that I used Image:G because my osdevice was set to that drive. Refer to step 4 to see what yours is.

Step 6
After this is finished, shut down your pc via the winre menu and start it up again.

I hope this helps anyone looking in.who's having issues with keyboard and mice and possibly other USB related items.
 
Got a Dell tower on my back seat on the way home with me with this problem. Fiddled with it for an hour at customer's house first. Was getting ready to N&P and put in an SSD. Maybe it'll be one command and fixed.
 
That's good info thanks. Might be useful if the easier option doesn't work or isn't possible:
1. Boot from Windows 10 install media and choose Repair My Computer
2. Use the System Restore option and choose the restore point before the last update

Some systems don't have system restore turned on so the Dism Remove-Package procedure would be needed.
