Solution: probably, but 250 watts is very low power for this so therefore is not recommended.

I have a new AMD RX 550 4GB PowerCooler Red Dragon GPU.

Does not require PCIe power cable - runs off the 75 watts that the PCIe 3.0 bus provides.

Says it needs min. 400 watt PSU.

I have it installed in a system that has a 270 watt PSU with dual-core Intel Core i3. Works just fine.

Can I pull it out and put it in a system that has a 250 watt PSU?

The system with 250w PSU has a fried EVGA 730 2GB GPU that requires a min. 300 watt PSU and min. 20 amps on the +12 rail

The PSU's +12V rail is 17 amps.

WTF? --- the 250w, +12V1 17a PSU that came from the manufacturer with a GT 730 does not meet the power requirements of the GPU.

The PSU is regular ATX size. Little PSU meant little in wattage.

I looked up a 1050 Ti and it requires a 300 watt PSU - a whole 100 watts less than my AMD RX 550.
 
You can just send that 550 my way now that you don't need it :p GPU prices are still insane to me I remember buying my RX 580 for ~$170 now that card is at least $400 last I looked.
 
The biggest problems with going with what the calculators tell you, is they really don't tell you if the rails can handle it. Other challenge with a board-driven video card, is that they tend to draw the max the board can deliver; RX 550 is 75W/Mobo rated at 75W, maxed out.

I am assuming that the 400W recommended is based on the concept that most 400W would have the 12V rail for Mobo high enough to deliver the 75W.

I'm cheap. I tend to run cheaper PSUs, but I've learned that usually those 400W recommended is usually there for a good reason. You could do the math and figure out if smaller PSU would work.

Will be replacing GPU with same GPU that the PC came stock with. No need to upgrade PSU. Worked just fine for them for 4 years for gaming so it must be OK.

Would upgrade PSU if she went with the more powerful RX 550 4GB.
