We contacted Microsoft Refurbisher Tech Support and posed the question of if we, as Refurbishers, will be able to obtain Windows 10 like we were able to get Windows 7 after July 29th. Below is the answer we received.

Thank you for your email.
I understand your issue.
First of all, let me reassure you that the RRP program will not disappear.
At the moment, we have no plans right now to introduce Windows 10 in RRP and so it is important to remember that you are not licensed to pre-install Windows 10 on the PCs that you refurbish.
But you can advertise to your customers that by purchasing a refurbished PC they get a great machine at a great price and that the PC is then eligible for the free Windows 10 upgrade. You can also offer to support the customer with installing the upgrade as long as you do not charge for the software but just the work you perform doing the service.
If there is anything else, please just let us know. We will be happy to help.
