Windows explorer crashing

I have a Windows 7 pro computer on a domain. Whenever you try to run CMD as administrator or right click to extract a .zip file (using built in zip utility), Windows Explorer crashes. I have tried Safe Mode with Command prompt and run sfc /scannow with no success.

I tried locating CMD prompt shortcuts like are available in Windows 10 but had no luck locating them.
Win 10 path for CMD shortcuts: C:\Users\UserName\AppData\Local\Microsoft\Windows\WinX\Group3 and there are two CMD prompt shortcut's listed.

FYI: I noticed this after running TrendMicro SA_Uninstall 6.6. and rebooting the computer. I don't know for sure if they are connected but wanted to include it just in case.
 
Why would you repair an OS that has 6 months left to live?

Yes, I understand that the OS will not be supported much longer and the computer will be replaced in a few months. But for now, is still important to the business so I want to try to correct this issue for them if possible without wiping it.
 
Oh this is hilarious. I JUST finished upgrading a windows 7 machine with the same sort of problems. Did a Windows 10 upgrade last night and it's like a new machine. don't waste your time. upgrade it.
 
Obviously make a disk image if you haven't already. W10 upgrade is certainly an option. I've just done a couple on existing customer owned machines. The free upgrade still works. W7 Pro went to W10 Pro. But not a domain so I'm not sure of that part.
