ASUS Vivobook keyboard not functional in Windows, but does in WinPE

For future reference, another way to boot into safe mode is to power off during Windows startup, immediately after the Windows startup progress starts. Then turn on again and if it appears to be starting normally still, power off again. Then turning on a third time will go into Recovery Mode where you can choose startup options for safe mode.
It's absolutely ridiculous that Microsoft removed the F8 hotkey to access the recovery menu. I get that it could be difficult to time right with how quickly modern systems boot (and the stupid fn key being required to actually access the function keys on a lot of systems) but it should still be an option.
 
But if one were to have a largely non-functional keyboard of any kind, after getting into Recovery Mode one might still be stuck.
Sometimes a USB keyboard will work as an alternate but not in this case, most of the time. I think it did at some point but I forget exactly when.
