Cheap, Used Gaming PC for Gift

I want to upgrade my girlfriend's family computer from an older laptop (with ext. monitor) to a gaming PC.

I'm thinking:

Dell OptiPlex mini tower, used
- Core i5 [Quad-Core]
- 8GB RAM
- 512GB SSD
- Decent GPU that uses power from just the PCIe bus so I don't have to upgrade the PSU

Budget: ~$200

Thoughts?

The biggest bang in PCIe powered cards that I know of is the GTX 1050 Ti. Both standard and low-profile are available. My daughter has one in an Optiplex 3010 i5 SFF with standard power supply (as if there are any others....). She games heavily with it.
