Clearing space for 1709

In case the system files are not compressed by default in your install: Open cmd as admin and run "compact.exe /compactos:always" to save 4-6 GB. But most likely you're going to need to upgrade from a usb-stick, as well as some external storage for temporary files during the installation. 32GB storage is a horrendous configuration nowadays.

OP said he already ran compact.
 
I've ran into this issue several times. The easiest way I've found is a clean install from a USB source. x64 Home 1709 build installs at 18GB before updates. Gets up to about 22GB, even after a clean. So Mircrosoft has fixed part of that issue, until the next creator's update.

When they come in with 1511 and 800MB free, I've so far failed to find enough space. I'm in the same spot; about 8GB free.
 
Well something odd happened to the eMMC 32GB 1511 equpied Acer One I have sitting on my desk at the moment.

I left the computer on, with 8GB free disk space, Windows Update and the Update Manager both telling me that it will not install; insufficient disk space.. So I let the machine set overnight.

Came back the next morning, machine was in sleep mode. Work it up and found a blue install screen.. Hmm... It "installed" and proceeded to reboot and initiate the 1709 update! A quick look at the hard drive revealed a little over 4GB free. Looked into the main drive partition and found an .old folder. Looked at the version number; 1709.

I cleaned out the update folders and the old root folder and the drive is sitting at 9.3GB free, auto-size page file. I have not done any of the 1709/defender updates yet.

So it looks like Microsoft finally got their head into the game and have fixed this issue. Why its not pushed in the Update Manager? Who knows.

One other note, there was no update history. Before I deleted anything, I checked the update history and nothing is listed. I'll let you guys know what the final install size is after the Cumulatives

Well, one 64GB micro USB drive later, and 1709 is happily installed and running fine. It took a few hours for the install, and the 32GB OS drive has 5.6GB Free, and only a $Windows.~TMP folder was left on the flash drive, 4.4GB in size.

Now watch 1803 mysteriously "require" 20 GB free on the OS drive or it refuses to install. :D

The fresh install fix was only done recently, as well as the automatic updates, as I've found.

I bet they don't make this mistake again. You can still purchase 32GB Streams at Walmart with Win 10 installed. I assumed that's were the pressure came from for Microsoft to fix this issue.

After installing all updates and cleanup, I ended up with 7.75GB free.
