[Code 37] Windows cannot initialize device driver - ONLY ON SCANNERS?

I'm working with a client who wanted to install a Scansnap on his machine and they were running into issues installing it so they called me. I spent about 3 hours total trying to troubleshoot this Code 37 driver error with the Scansnap and I was unable to fix the issue, I spent so much time because I felt like this is something I should have been able to fix, because it seemed simple.

The user uses the computer EXTREMELY MINIMALLY, basic email, some word perfect ... and that's it.

He said he would return the Scansnap and he wanted me to just install their little junky Brother wireless AIO and he would use the document feeder from that since he only scans like once a month.

I go and install the Brother AIO and go to scan, get an error ... Low an behold, the brother scanner, now on a wireless connection gives me the same error in the device manager, a yellow exclamation with Code 37.

So it seems ANY scanning driver causes code 37.

Things I've tried:

sfc /scannow
Virus/Malware scan
Uninstalling and reinstalling multiple times
Deleting driver and reinstalling (doesn't matter since now its multiple devices)
Manual adding scanning files to system32
Deleting upper and lower filters for CD/DVD as well as Imaging devices
Connecting via USB and wireless
Downloading newest drivers from manufacturer website
Disabling AV during install


I'm lost with this one ... I'm at the point where I'm gunna have to tell this guy he's gunna need a N&P just to be able to scan.

You didn't mention windows version. Did you look up the error code?

You should have tried to install it on another computer. You may have nuked it for no reason.

Nuked it and brought it back out and all the little issues including the scanning issue were resolved.
