Compaq Presario CQ42 blinking white and amber

I had a compaq presario cq42 come in today that wont turn on. Basically when the charger is plugged in the little light next to dc jack flashes white and amber. It seems to have a sequence.. short white short amber short white then a long amber (3 seconds max). Looking on hp's website it tells me white is when its in sleep mode and amber when charging. I left it on the charger for around 3 hours today and then tried it and got around 10mins use before it ran out of juice again. If I remove the battery and test with just charger I get nothing. Wont turn on at all.

Heres what have done so far:
*Tested charger with multimeter and getting 19.70 volts constant from it. Included wriggle the cable around while testing.
*Removed DC jack from laptop then tested to make sure voltage was getting to the end of cable. ok


At the moment I have the motherboard out and have the battery and power connected on the bench but still same flashing.


I would interested in anyones comments as I cant seem to find anything online regarding the flashing lights. I am quite new at laptop repairs. Ive only done around 20 or so various hardware repairs on them so any help will be appreciated.
 
I had an HP in the my office last week that was doing almost the same thing. The laptop was in for a virus removal and I accidentally ran the battery all the way down before plugging in the charger.

When I plugged in the charger it would flash white and amber. I don't remember if there was any sequence to the flashing. However, even with the charger plugged in, the laptop would not boot. I did everything I could think of (short of cracking open the case) but it wouldn't power on. I called the customer and asked them if they'd ever had any problems and they said no. Finally, after nearly pulling my hair out, I pulled the battery out one more time, held the power button down and it booted. I slipped the battery back it and it started charging and all was well after that.

I know that doesn't help much, but I figured I'd at least chime in and give you a bump.

Well after just about pulling my hair out. I found a dell charger that was floating around the shop and what do you know? It started charging. After ringing the customer and telling them what was happening, they told me that there charger was a replacement and was new and they have never used after neglecting to tell me any of this when they dropped it off. It seems there are to types of chargers for these, a 60w and a 90w and they had brought a 90w instead of a 60w and there laptop didnt like it. Atleast I now know for next time. I learn new things every day
