@Diggs Save this as a .cmd file, run it as "admin" and see if it helps.

Thanks @Barcelona but I bailed on the project and sold him a refurbished Optiplex. It was getting so bad I couldn't keep it running long enough to do anything meaningful. Since the rate of failures (BSODs) was increasing I have to think it is a hardware problem.

That's fine, because disabling Windows Search, Superfetch, and OneDrive isn't a terribly good thing to do anyway... and wouldn't have fixed the machine you were arguing with in any event.

You did the right thing by selling a refurb Optiplex, with all updates applied and out the door he's set for another 3-5 years.

I would check that the mobo has the latest bios update and then try it with a plain vanila install of windows with the minimum pci / pcie cards fitted.
If all is well then rebuild one thing at a time.

Linux behaving on it is another issue entirely.

Agreed. I’ve done those tweaks as well when the computer is a slower model but in the end it’s just a small work around better to upgrade to SSD or consider replacing PC.
