I t sounds like you have some background process constantly running that is hogging the CPU cycles. The flashing cursor is just a symptom, it won't be the problem. You need to investigate using Process Explorer or similar to help establish the root cause.

Try going into MSConfig to the Services tab and clicking Hide All Microsoft Services. Now disable all the services you see. Reboot. Does it still happen? If not, one of those services is your issue. Go through them methodically and enable them. When the problem reappears, you've found the culprit.

Hmmm, yes there is a familiarity to the level of postings. "I'm too lazy to work things out for myself, so I'll just pop on Technibble and ask a few random questions".

This type of clown is not limited to computing & technology though, I'm a classic car buff and I see similar jokers doing the same across different forums until they have gleaned enough of other people's knowledge to project themselves as all-knowing amongst their own small clique. I must admit that it's sometimes quite comical to see how their final regurgitation is presented as fact.
