Free letterhead creating software

A client of mine wanted me to create a new signature/letterhead for her. She works at a real estate office and uses Outlook Express. I don't use outlook nor do I use signatures/letterheads. The one she has now was made by a company and is really fancy with her picture on it, contact info, and a quote that the office uses.

I don't have any photo editing software besides Picasa so that's out of the question.

Is there any free software available that I can use to make a letterhead/signature for Outlook Express?
