Them are fighin' words!

They should be. But my personal experience (as an end user, for the most part) in organizations where IT is centrally managed, and sometimes by entities time zones away, they're the worst offenders in blocking updates.

Keeping everything static and the same, every moment of the day and night, even if that means years-old versions of anything remain in place, is the goal. I've lived through it in private enterprise (of a mega scale) and in state agencies. And heaven forfend you have someone who needs a screen reader, magnification software, or other assistive technology. We simply can't vary from the centralized setup! [Well, yes, you can, and you are legally obligated to do so, so you better learn how to deal with special circumstances. Every organization has reason to have the occasional legitimate exceptions to whatever IT rules happen to be in place. Your job is to deal with those, too.]
