HP Pavilion CPU Fan running at max

HP Pavilion a1606n fan issue:

Fan runs fine and at a normal speed, then after a few minutes its goes to full blast and stays that way, around 3900 RPM.

There is no way that it is getting that hot. I installed speedfan to monitor temps and it is showing the temp at a steady 32C. The heatsink doesnt even feel warm at all either. Speedfan cant adjust the fan speed for some reason.

I have put new thermal paste on it.
I also found that there is a Bios update for this computer that has some references to fan speeds but the HP FTP seems to be down because I cant seem to download from it.

Is it just me or does the download ftp server seem to be down?
 
Well it seems it was just Mozilla Firefox that was not allowing me to download as I was able to through IE.

Installed the BIOS update and still have the same issue, any suggestions?
 
This sounds familiar, but I think the BIOS is supposed to fix it. Have you done a google search for that issue with that model?

Do what Jimbo suggested.

Also, look for any options that may help in the BIOS; IF you can change any of the settings.
