KB5040427 update wont install

Personal user Thinkpad laptop keeps trying to install this KB5040427 update. It goes through the process, says it needs to reboot, upon reboot it says it needs to undo the update. I have gone through the prereqs and they seem to already be installed. I have also tried manually downloading and installing it, used the update troubleshooter, reset the updater, all with the same results.
Anyone have any suggestions getting it to take?

Do a repair install with a 10 ISO.

Or just upgrade to WIn 11 now and be done with it, got a bit more than a year to get that done anyway.
