Microsoft Publisher vs Adobe Pagemaker

I don't have any experience in this area. Here's a message from my customer...

"I need to design a new cover for my book proposal. Should I download Microsoft Publisher or Adobe Pagemaker?"

Even if it's neither of the two, what's the answer to this question?
 
By "download" your client means "purchase," right? Publisher is much cheaper.

If that book cover needs to look professionally designed, hiring a professional would naturally be ideal.
 
Page Maker is the professional program but there is a fairly steep learning curve. If your client just wants to make reasonable looking publications and isn't that tech savy, then Serif Page Plus is probably their best bet.

Microsoft Publisher is a bit of a joke, mostly because it is far too expensive compared to other programs. It is not a professional DTP program.
