*** another weird thing to check...
c:\program files\common files
AND
c:\programdata\
Note: programdata is one word, no spaces.
Delete any antivirus stuff ya see there that is not applicable or installed.

I posted a thread called "The Mysterious case of norton living in the repository". It was a simliar situation to what you have here, I used winmgmt /verifyrepository and winmgmt /salvagerepository to fix the windows repository. This some how released norton and the internet block, and YES I did use the norton removal tool as you have done, to no avail.
