If that doesn't work, try heating up the gpu a bit and see if it works afterwards (do not give it back to the customer like this, this just means the gpu requires replacement).

Failing that, the Toshibas have a common fault with nec tokin chips by the cpu. You can either replace them like for like or with small smc alternatives. These nec tokins cause the vcore to the cpu to be too low, hence no post.

I did read in advance of this to heat up the CPU and see if it posted. It does so religiously, IF it gets heated up first.

Client and I have opted to just junk this laptop out in favor of a new versus repair.
 
No problem, it's just part of general motherboard fault finding, I do appreciate most people don't do board level repairs but at least I gave you step by step advice that got you a diagnosis within 1 post.
