Transfering a IOS device to a new PC or Mac

This kinda has always been a bit confusing for me with IOS devices.

Tell me if this sounds right:
I know the choices have been sync with the cloud and if you dont pay for the extra space your stuck with only the free 5 GB's. Obviously this will cover contacts and some other small stuff possibly music.

Or

Or run the Itunes sync which covers everything but your locked down to one computer. So what happens when you have to move everything to a new PC or Mac. Do you transfer the backups and music over? Im a terrible over-thinker sometimes and it can be a nightmare for some of the simplest things.

Copy the entire iTunes folder from the old computer to the new computer, making sure to put it back into the same location. This also ensures their playlists stay intact within their iTunes library, as well.
