Had this problem come up yesterday on a POS that has no CD drive. I used NT Offline Password and Registry editor from a USB stick. Download the iso and open the readme, it explains how to set it up. It has problems resetting the password on XP but you can blank it and then boot to Windows to set a password.
With the NT Offline you do not need to format the drive, but I agree that you should have a USB CD drive. I had been using it at the office and forgot to put it back in my travel kit. Time to buy another to be safe!

however I have tried it on 3 pcs, laptops, but cannot get image to install on USB drive
its really not that hard , pop the usb in , diskpart it , copy konbot img over to it, make a menu.lst in notepad and paste the konboot code in it and save
then try booting from it
