Weird Keyboard problem

Windows 10 Desktop, created new account remotely, pressing z get y pressing y get Z , @ get .
other 2 old accounts keyboard works perfectly, also my remote keyboard works OK.
I deleted new account created another new one same thing

I told him he needs another USB keyboard, bought new keyboard same thing. any ideas

He had done a few system restores that did not fix his problem before I got to it, maybe things are corrupted.
Maybe new account standard user should not make any difference
