So I'm having non-stop issues with this on a client laptop. Have tried updating to 1709 via MS's media creation tool as an upgrade (keeping programs and documents), and it always fails: "This installation failed in the SAFE_OS phase with an error during BOOT." Tried solution above and yes, there are RAM errors but when I try to delete as per the procedure I get an error saying it can't do it. Said laptop has Norton encryption on it (is for medical billing). Should I remove that? Do you think that's the problem? I'm out of ideas.

Yes all most certainly a third-party encryption product would interfere with a base upgrade.

Have you ever noticed that "job security" is something you generally only have for jobs you don't want? Can you imagine having to update these systems every single month??? Remove the encryption, do the updates, install the encryption...over and over again, forever. And you had better hope that Microsoft never tries to force the update to install anyway, because that's apparently how they roll now. I just finished cleaning up nearly 7GB from the cheap little HP with a 32GB drive that Windows just WILL NOT quit filling up! The MOMENT I free up 1 GB it has already downloaded 2GB!

Those machines were designed to fail and be thrown away didn't you already know that?
The only way to work those is to nuke them twice a year or properly set up(and tape/glue over it so no one removes it) an SD card to accomidate the upgrades.

LOL, my last boss was a real winner. I started out on straight commission, though I was expected to be there Monday-Friday 9-5 and Saturday 9-2 (not legal). And when he actually started paying me a wage for requiring me to be there, as is the law, he actually used the words "beck and call" to describe my duties.
But don't take that the wrong way. He's a good guy and everything. He just needs some work on his people skills. Yeah, I got screwed a little, but I must have liked it because I still consider him a friend.

Thank you for this. I beat my head against an old Acer for the last three days trying to get 1709 to install. Stumbled on your post and your suggestion worked perfectly. Finally I can return this thing to it's rightful owner and get paid what is now equivalent to about 28 cents an hour.
