This is why you should not install the end-of-month optional update.

That is why I make sure the following setting stays off so it does not auto-update.

Just as a single data point, that one installed on my LG Gram 16 on September 27th to no ill effect.

It sounds a bit like Windows 10 Version 1809 (if I'm remembering the correct feature update). That one really hosed a select group of machines, and that select group was not a small select group.
 
The artricle states - "The Automatic Repair tool included with the Windows Recovery Environment is a Windows feature that will open automatically on systems experiencing common issues, such as errors, problems, or crashes, to diagnose and repair Windows installations that can't boot correctly."

Never worked for me once yet, one can uninstall the update from the recovery environment though.
