Bart PE - explanation and specifics please?

I just want to make sure I understand the concept correctly...

BartPE is used to make a bootable CD based on the Windows XP OS?
It will copy the files needed from: (My Computer) (My XP CD)?
The BartPE CD that is created will allow me to boot into XP on any (or most) computers I use it on, considering I set the system to boot from the CD Drive?
Or will it only allow me to use it on my system (if it is created and therefore dependent on files and settings located on my computer)?

I've read through the BartPE faq and some forums, but I still haven't found a clear answer.

It copies files from your Win XP CD and allows you to boot any windows computer.

Can I take this to mean that it will not function on computers with empty HD's / no OS installed, or am I over-analyzing your reply?
 
It will create a bootable CD with a fully functional windows environment, even if there isn't an OS installed on the hard drive. As Dipper says, download UBCD and give it a go :)
