Can't find the DELL ASSET TAG utility

I've been looking all over for this but can't seem to find it anywhere. I'm looking for the asset tag utility Dell Techs use to blank out or change the Asset Recovery TAG. Not the one time change utility (although I need that too). Please let me know if you can help.
 
I don't believe you can legally obtain it and it's supposed to stay between Dell technicians. So you're best bet will probably be torrents, and I'm not sure you'll get much help here

As far as I know those are the single use utilities and not what I'm after. What I want is something they give out to techs when changing system boards and such. It enables you to change a asset tag multiple times or blank it out completely which is really what I'm after. Honestly I'm not even sure what its real name is. While its true Dell doesn't want Joe Avg to have it you can't tell me its "illegal" simply to possess it. That denotes simply having it = being a criminal which doesn't make any sense.

I received a disk when I replaced a motherboard in a Dell laptop. On the disk is a folder called SVCTAG. The ReadMe.txt file has the following information:
USAGE:
----------------------------------------------------------------------
Boot from the diskette and follow the on-screen prompts to erase and
program a new service tag.

What does this utility do?
----------------------------------------------------------------------
This utility is used to re-program the system service tag on certain
Dell Portable systems. The utility may only work on systems which
already have a service tag programmed. If no service tag currently
exists, the utility may return an error message and fail.

To program the service tag on a system that does not already have one:

- For Value-line systems:
Run EE-Value.exe /S=XXXXXXX, where XXXXXXX is alphanumeric and all
letters are capitalized.

- For SmartStep/Smart PC 200N/250N:
Run STAG_W1.EXE /W XXXXXXX, where XXXXXXX is alphanumeric and all
letters are capitalized.

- For Molokai:
Run SERTAG.exe /W XXXXXX, where XXXXXX is alphanumeric and all
letters are capitalized.

- For all other systems:
Run ASSET.COM /S XXXXXXX, where XXXXXXX is the new service tag.

I believe this is the one we use at work.
We use it multiple times when we change out motherboards.
