CPU usage 100%

I've got a client's desktop computer that is pegging at 100% CPU usage. It is a custom box running Win 7 pro 64b on in a domain environment. It's got 8GB RAM, Intel core duo 2.8GHz processor, and 120GB SSD (just over 60% full) I cleaned up some startup items in MSCONFIG, all good. I ran a few cleanup utilities, made sure AV was up to date and scanned, Win updates up to date as well. After a fresh reboot, I opened IE and it pegs at 100% cup for 1-2 minutes. Closed that and tried the same with Chrome, same results.
 
Anything in the Event logs? What does Resource Monitor show as using all that CPU time?
Have you run Process Explorer or my favourite - PC Hunter to get an in depth look at the processes?

don't be guessing, open task manager Processes tab on win 7 or Details tab on Win 10. More information can be gleaned from resource monitor. in task manager, it's on the performance page.

go to the CPU tab

sort using the CPU column, highest to lowest
the highest cpu process will be at the top.

if you check that process on the left, the Services, Associated Handles and Modules sections will show the information for that process.

usually the process image is enough to tell you what's consuming the cpu. Sometimes its rundll32 or something which requires looking into the lower sections to get an idea of what the process is doing.

It looks very similar in win 10.
