Have you used the windows system image repair (dism.exe) offline?

ok, using the threads you guys provided I booted my win10pe on a win10 vmmachine and mounted a win10 iso to the dvd drive (F) and opened cmd as admin and used these commands:

dism /Image:C:\ /cleanup-image /restorehealth
Access is denied.

Dism /Image:C:\offline /Cleanup-Image /RestoreHealth /Source:F:\test\mount\windows
Access is denied.

I guess you could capture a WIM of the drive and try to run dism repair on that, but that sounds like too much work to me.
