Icons appear but don't expand Windows 10

The entire screen area is blank except for one greyed out desktop.ini icon

Chrome and Outlook icons appear and show mini temporary views of the app but do not expand and can't be used. What could be causing this?

Have you run SFC or DISM through command prompt?

There are no recent updates. Malwarebytes is active. SFC is being run

Thank you all for your help. I was supporting a user remotely via remotepc. It turns out that the user had converted his system to a dual monitor system and the activity I was doing went to the other monitor so I couldn't see it. That was the source of the problem
