Outlook 2007 with a 20gb PST

I feel that users that are not using a web based email client at this point are really behind the curve.

Ummm, no offence but I know a lot of people who would totally disagree with you there. For an average home user yes but I definitely cannot tell any of my clients to ditch Outlook in favour of some free webmail service!
Many of them use addins and connectors for integration with software like Sage Accounts, Act! and more. Outlook is the email standard for most businesses...period.

Personally I love it and use it daily (2010).
Sure it has it's quirks but if managed properly it is fine.

I use it with Gmail IMAP myself and also have clients who use it with Google Apps (not my doing!), some with local PSTs on POP or IMAP, and also some on Hosted Exchange (trying to convert more to this and had another client sign up for our MessageStream reseller account this week.)

I'd also like to move our company email to Hosted Exchange but due to a load of complications (my fault) we can't do it yet. I'd like some ideas on how to get out of the corner we painted ourselves into, but that's a whole new thread!

Personally I hate Outlook. It is such a bug ridden piece of software and a pending disaster for most users. I am not much of a fan of Google Apps either. Though I will champion the use of or transition to Gmail or Outlook.com all day long. I feel that users that are not using a web based email client at this point are really behind the curve.

I sell, use and support Outlook, Google Apps and Google Apps sync for Outlook. No major issues. As for being behind the curve - last time I checked business email wasn't a fashion accessory it was a tool for making money.

Are you conflating POP3 email and Outlook by chance?
