Outlook 2013 - Duplicate shared Contacts folders

I have a user that has duplicate shared contacts folders under People in Outlook 2013

The folders cant be deleted and the contents are identical. I was hoping that the issue would go away after the user moved to a new Win 10 laptop but the problem followed.

The only work around I've found so far is to create a new folder at the bottom and to move one of each duplicate to that folder.

Same PST file? Perhaps create A new pst file and drag over one of each folder

I request first try to find out how many duplicate email files you have and remove all.
