An update.
Based on the recommendations here I made an Image of the drive using dd_rescue. Then proceeded to scan the image with R-Studio. It found lots of images under the 'Extra found files'. A lot of the images found were of thumbnail sized versions of actual photographs that had once existed on the drive. These where of little use. Others were saved successfully. Also all the files had lost their original filenames and date stamps etc.
I would say all in all about 25% to 33% of the photgraphs where saved and usable. I had been hoping for somewhat better results but the customer seemed happy to have anything back at all.
Lessoned learned for both of us, I will always be using Fabs regardless if the customer tells me they have backed up or not, or they state they have nothing of value. I usually do, but this customer (known to me and resonably computer savy) assured me there was no need to back anything up!
