Stupid mouse issue driving me nuts

Client has a Win 10 desktop that will not, under any circumstances, allow the scroll wheel on mice to work. Tried a dozen different tactics with two known good mice, no dice. Issue happens everywhere--word processing, Chrome, etc.

Have checked mouse properties to see if anything amiss
Set HID service to auto
Updated mouse drivers
Uninstalled and reinstalled drivers, both Logitech's and Windows
Checked accessibility settings
Checked batteries
Tried a DIFFERENT, regular corded mouse
There are no other mouse-controlling apps installed (no WizMouse, etc)

Nothing ever changes. This isn't the end of the world, but the client would like to be ale to scroll and now I'm kinda mad--I've never seen such a stubborn mouse issue in my life.

Any leads??
 
I'm sure it's probably a Windows issue but do things work well after booting a Linux disk? How about safe mode in Windows? I had a mouse get spastic recently with Win10. Had to role back and lock the drivers.
