Stupid mouse issue driving me nuts

Client has a Win 10 desktop that will not, under any circumstances, allow the scroll wheel on mice to work. Tried a dozen different tactics with two known good mice, no dice. Issue happens everywhere--word processing, Chrome, etc.

Have checked mouse properties to see if anything amiss
Set HID service to auto
Updated mouse drivers
Uninstalled and reinstalled drivers, both Logitech's and Windows
Checked accessibility settings
Checked batteries
Tried a DIFFERENT, regular corded mouse
There are no other mouse-controlling apps installed (no WizMouse, etc)

Nothing ever changes. This isn't the end of the world, but the client would like to be ale to scroll and now I'm kinda mad--I've never seen such a stubborn mouse issue in my life.

Any leads??

Just for giggles have you run SFC? chkdsk? (wait for it)

It could be just a corrupt file buried in Windows.

Get a spare HD and clean install Windows on it and rule out a Windows issue.

Maybe try that repair tool after backing up of course. I've had it fix a number of odd issues over the years.

Well...I just DID a clean install of the gd thing about a week ago...

I'm sure it's probably a Windows issue but do things work well after booting a Linux disk? How about safe mode in Windows? I had a mouse get spastic recently with Win10. Had to role back and lock the drivers.

Done that. Same issue.

Seeing if it happens in live Linux, too, would help to point to a Windows issue.

It may help, depending on whether the steps for repairing Windows 10 find something and are able to repair it.
