actually scrap that - it only seemed to work on 1-2 of the PC's the remaining didnt want to remove. Spoke to Webroot Support who said:
Unfortunately, the way the Webroot agent is designed there is no easy method of removing or updating the license without assistance from the previous IT provider. As the agents are managed, they cannot be updated or uninstalled unless set to unmanaged by the previous IT provider.
Forceful removal is possible but only from Safe Mode with Networking, to include the server. This will cause your client's network and productivity to be down as well as local intervention on the machines.
