This is pretty common and the solutions that work 99% of the time are in this thread. Replace userinit.exe in the windows\system32 directory with a good working copy. Make sure the registry entry is correct and reboot.

If your not fixed after that with this specific problem you have worse issues and need to actually check for viruses/spyware from a bootable envirnment on cd (LiveCD) like Ultimate BootCD.
