And not in the slightest way humorous. (And I'm in complete agreement with your sense of disbelief at this kind of lunacy. It's much like the YouTube video that made the rounds a couple of years ago showing someone spraying water mist from a hose, getting the standard and expected rainbow effect, and claiming that the government was up to something, because water never did that.)
