Procedures for fixing computers which boot but will not run in safe mode.

Is there a program which will run from a bootable CD which will scan, all the files needed to run windows and replace the missing or corrupted ones, allowing windows to run normally, but not lose any of it customization/user settings/current drivers
and thus avoiding the need to re-install Windows using the 'repair current installation option' on XP install CD?
 
I think you should goggle sfc (System File Checker)

As for not running in safe mode, the registry safe mode keys may have been erased by malware or malware may be blocking safe mode from running.

There is nothing automatic like that as such but there are various boot disks with various tools which can help depending on the problem.

Not least is the XP installation disk repair mode.
