Lol, just breathalyse the guy! 30 seconds would have proved he was over the limit. (Whatever the limit is there.) It's .05 here for cars and 0.0 for heavy vehicles. (Trucks).
He would have also got a "swipe your tongue" drug test as well!

It's interesting they can test positive twice at the checkpoint, but they still have to wait up to a month for lab results.

I don't think the cop was "stoned," he was just trying to control his mirth at the guys in the van!
The driver was lucky the cop didn't do a drug test. I think the driver would have failed!
They only do drug testing at Random Roadside Mobile Stations where they can setup the "Cozart" machine in the bus.

In the USA it is a bit different and not for the better.
Here if an officer suspects you may be driving under the influence, he or she witnesses probable cause, they may pull you over and make contact and assess the situation. There are no "swipe your tongue" drug tests, and road-side breathalyzers are NOT admissible. The limit is .08. What they can do is field-sobriety tests, which are optional though they will not tell you that. The problem is they are unreliable, officers make up and change up the instructions, etc. They just do them usually if they want to mess with the person they pulled over.
The breathalyzer here is done at the station and is admissible.
