Edit: OK, I had to find more info on this... Apparently this is how pretty much all smart bulbs are reset, no matter the manufacturer.

for me as a non-native user of the english language it seems that he hired people to help him to get the pennies out of the paper rolls to increase the difficulty to count for the peolpe who collect the fine. If he had paid with paper rolled pennies, it would just have been too easy for the people who collected the fine to count it.
